Trump orders Pentagon and DHS to prepare housing for migrants at Guantanamo Bay

President Donald Trump signed a memo directing the Departments of Defense and Homeland Security to prepare a facility at the U.S. military camp in Guantánamo Bay, Cuba, to detain thousands of migrants. The memo aims to halt what Trump described as a “border invasion.” This facility would provide additional detention space for high-priority criminal aliens unlawfully present in the United States.

Trump previewed this directive during the signing of the Laken Riley Act, indicating plans to prepare a 30,000-person migrant facility at Guantánamo Bay. Defense Secretary Pete Hegseth expressed support for the idea, suggesting that the naval base is a suitable location for mass deportation plans.

The announcement of the Guantánamo mission caught many Pentagon officials off-guard, with no clear plans for the military’s involvement besides the memo. The Defense Department has not received further guidance from the White House regarding the facility.

The Guantánamo Bay detention site, established in 2002 under President George W. Bush after the 9/11 attacks, has been a contentious issue among subsequent presidents. Trump has made efforts to crack down on illegal immigration, including declaring a national emergency at the border and signing executive orders to address the issue.

While some officials support the idea of using Guantánamo Bay as a migrant detention facility, others are uncertain about the logistics and long-term plans. Homeland Security Secretary Kristi Noem noted that resources at the camp could be used for the “worst of the worst” migrants. The defense department recently transferred 11 detainees from the base to Oman, leaving 15 detainees remaining.
