Title: State Audit Reveals Misuse of Funds at Western New Mexico University
Silver City, N.M. – A recent investigation by the Office of the State Auditor has uncovered significant non-compliance in spending practices by the leadership of Western New Mexico University (WNMU). The audit, prompted by allegations of wasteful expenditure, scrutinized financial activities from July 2018 to June 2023, particularly focusing on travel, lodging, and high-end furnishings for the home of WNMU President Joseph Shepard.
The audit revealed that a staggering $214,261 was spent on travel and lodging arrangements in 402 instances, most of which violated university policies. High-profile upgrades for seating and amenities during travel were among the findings. Additionally, nearly $150,000 was spent on upscale furnishings for the president’s official residence, raising further questions about financial oversight.
The inquiry found that almost all travel expenditures made by President Shepard and university regents lacked proper approvals, with many instances not receiving submission requests or any oversight. Notably, Shepard was also found to have funded travels for non-educational organizations through university resources.
In total, the audit identified approximately $363,535 in funds that were classified as wasted due to these non-compliant activities. As WNMU continues to grapple with these findings, the implications highlight ongoing concerns regarding fiscal responsibility and accountability within higher education institutions.
The revelations serve as a critical reminder of the need for stringent adherence to spending regulations, particularly in contexts involving public funding. Further actions are anticipated as the university assesses the ramifications of the audit’s findings.
