Georgian parliament speaker approves legislation limiting LGBT rights


Georgian parliamentary speaker Shalva Papuashvili signed into law a “family values” bill that curbs LGBT rights, ahead of a high-stakes parliamentary election. The bill, approved by the ruling Georgian Dream party, bans gender transitions and could outlaw pride marches and displays of the LGBT rainbow flag. President Salome Zourabichvili refused to sign the bill, but Georgian Dream overcame her opposition.

LGBT activists believe the law is a ploy to boost conservative voter support for the upcoming election. Some Western countries have criticized the bill, viewing it as a sign of authoritarianism and alignment with Russia.

Despite a divided opposition, Georgian Dream remains the most popular party in the country, though it has lost some ground since 2020. The party has also enacted a law requiring groups receiving foreign funding to register as foreign agents, similar to Russian legislation used to stifle dissent.

Georgia’s relations with Moscow have long been contentious, with Russia supporting separatists in two ethnic regions. Georgian Dream argues that its opponents could lead to more conflict and seeks to pursue stable relations with Russia.

Overall, the “family values” bill and other measures enacted by Georgian Dream have raised concerns about the country’s democratic values and alignment with authoritarian regimes.
