In September 1939, Britain experienced a period known as the “phoney war” after the declaration of war on Germany, with little military action taking place. Fast forward to August 2024, where a similar period of inaction is seen during Keir Starmer’s Labour government. Although some significant decisions have been made, such as public sector pay awards and a housebuilding program, the government is still in a preliminary and performative phase.
Starmer’s slow approach was planned beforehand, with a focus on hammering the Tories and conducting internal reviews on key issues. The government expects to extend this phase into the autumn, with the real challenges expected to arise in October and November. These challenges include economic management, health service instability, and the need for a British reset in relations with Europe.
However, potential issues such as rural objections to energy infrastructure and housing projects, community resistance, and lawless behavior could disrupt the government’s popularity. Furthermore, challenges in party management, electoral reform, and maintaining credibility will need to be navigated successfully.
Starmer and Reeves are the dominant figures in the government, with Starmer facing the challenge of avoiding government taint, while Reeves must deliver on ambitious economic goals amidst budgetary pressures. The eventual end of the “phoney government” phase will mark the real test for Starmer’s leadership as the narrative of the Labour government unfolds.
